Open Question: How did Catwoman always get away from Batman? Lex Luther from Superman?

I don't have the old old BAtman comics, but I always wondered how does Catwoman avoid jailtime (at least back when vs. Batman.) Also how does Lex Luther and other guys with no powers get away from Superman. (At least back in the day).
